I think it would be really weird to congratulate someone on losing weight if it didn't come up in conversation, though. The congratulations angle is really the crux of my article, not commenting on people's bodies in general, which I think requires more restraint. I'm not sure that a reasonable person would say "Congrats" for losing weight if it hasn't already been established that the person has indeed lost weight and that it was by choice, not through illness.
