I agree with you, Allison. I've actually written about this in the past. To me, it's ultimately semantics, and some White people love to use the semantics game ("I'm not racist," "You're racist, too") to deflect from the underlying behavior. But even if we speak in their language, and presume that Blacks can be racist, what White people have to endure as a result is nothing compared to what we have had to endure for centuries. That is why the system of dominance that you mention is such a crucial component when we talk about racism.
